Simulating the entire human brain today?

You can now buy an Apple MacStudio with an M1 Ultra chip. It has 128 GB of low latency unified on chip memory that can be directly accessed by 20 CPU cores, 64 GPU cores and 32 Neural Engine Cores. The memory bandwidth is 800 GB/second, and the chip is capable of executing 22 trillion floating point operations a second. Remarkably, this is the level of performance of the world’s fastest computer just 20 years ago. It even has the processing power of all the top 500 supercomputers on the planet in 1998. Add to that 8 TB of very fast Solid State Disk memory, and that makes a lot of hardware. Could this be used to simulate a spiking neural network system with 16 billion neurons - equivalent to the human neocortex?
